HEX Stake Instance's (HSI's) are created as part of the Hedron protocol. Hedron allows it's users to create HEX stakes which are later tradable as NFT's. These HSI NFT's can later be redeemed for control of the underlying HEX stake and also participate in the other functions of the Hedron protocol.
